Penetrations should NEVER be left unsealed. In the event of a fire they provide a route for fire and smoke to spread as well as being a major air leakage path.

Rooflights
Old rooflights in this condition NEED to be replaced as they are extremely fragile.

Repairs
Repairs like this are not acceptable as they virtually always end up creating leaks.
